COMTRA does not pitch its network. The market is full of firms that do, and most of their relationships do not survive a serious meeting.

What COMTRA does is pair access — across government, land, concession, operator, and capital — with structuring discipline. The access is real, but it is only useful when the proposition is real.

That is the boundary. Access advances something. It does not substitute for it.
