The market is full of concession introductions. Most are paper. Some are real, but the local alignment is wrong. A few have real local alignment, but no technical or jurisdictional pathway.

COMTRA's role is to filter. We engage only where the layers — local control, technical legitimacy, regulatory pathway, counterparty fit — can be brought into alignment. Where they cannot, we say so and move on.
